Hi, I am coming to Thailand on a double entry tourist visa in January for a duration of 4 months.
I've lived in Thailand in the past and have been on a working visa so I am new navigating tourist visa requirements...
I will be staying at a friend's house while I am there and he cannot supply me with the TM-30 form though - will I need this if I simply do a boarder bounce after 60 days?

A tenant cannot file a TM30 for a friend unless explicitly authorised in the system. The obligation formally rests with the property owner, but in reality owners are often absent or act through agents, which is why compliance can be difficult. In short, it is mandatory by law, but not always practically simple to execute.
Why can't/ won't your friend provide a TM30? Seems strange.... Also not sure you're really coming as a tourist. Sound like you're hoping to stay long term on a tourist visa or visa exempt. Good luck.
