Can anyone clarify the new DTV country-of-application requirement?
Some reports say that, starting August 31, you may apply in a country where you are either a citizen or a permanent resident.
However, the new document list also says that every applicant must provide proof of permanent residence in the country where the application is submitted.
So what happens if someone is a citizen of the application country but does not reside there? They can prove citizenship, but obviously cannot provide proof of permanent residence.
Does “citizen or permanent resident” really mean:
* A citizen may apply based on citizenship alone; or
* A non-citizen may apply based on permanent residence?
Or does the document requirement mean that everyone must be a permanent resident, so the actual rule is either:
* A non-citizen permanent resident; or
* A citizen who also permanently resides in that country?
Has any Thai embassy officially clarified this?
