I think it’s not true what you are talking about. The rules about financial requirements just like this:(a) Applicants must have money deposited in Thai bank located in Thailand with the amount of not less than 3 million Baht; or
(b) Applicants must have money deposited in Thai bank located in Thailand with the amount of not less than 1.8 million Baht and have income with the amount of not less than 1.2 million Baht per year. Once the applicants enter Thailand, they must have accumulated money deposited in Thai bank located in Thailand not less than 3 million Baht within 1 year.
The money in (a) and (b) must be kept in bank account at least 1 year before withdrawing and, within another next year, the money must be left in the account with the amount of not less than 1.5 million Baht and can only be spent in Thailand.

For the Non O application, some CAD banks will issue an income or balance verification letter. Ours didn't, so we just provided copies of our bank statements for the prior 3 months with the required balance. When going for the extension in Thailand, for Canadians, take your proof of income statement to the embassy or consulate and they will provide you with an affidavit letter that you take to immigration. You get print your proof of income from the CRA website.

It depends on which visa. You just listed 3 visas that all have different requirements.
Also each consulate has different requirements.
Generally if you are applying outside of Thailand, you can show the money in your home account.
But when you go for the extension in Thailand, you'd need to show the money in a Thai bank account. If the extension allows monthly income then your embassy has to be one that will certify your income, if they don't then you'll need to show previous 12 months of transfer into Thai bank account from abroad every month.
Also each consulate has different requirements.
