TLDR : Answer Summary
For obtaining a Non-O retirement visa from a Thai consulate in the US, you can initially use funds in a US bank account as proof of income. However, upon arrival in Thailand and for the subsequent 90-day extension, you must have 800,000 Baht deposited in a Thai bank account in your name. This requirement applies to both the visa application and the extension process.

If you are talking about getting the Non-O visa from a thai consulate in the US before you wing your way here you can show funds in a US bank but once' you'd get here on your 90 day stamp you'd still have to have that 800K baht banked to get the year extension
be aware that if you come in that way you have less than 30 days to open the bank account and get funds transferred (as the money needs seasoned for 2 full months before applying for an extension). If you come in on a tourist visa, which can be extended for 30 days, you have 75 days to sort out banking (as you must have at least 15 days left on your stay to apply for Non-O inside the country.

If you are talking about getting the Non-O visa&extension inside thailand NO you can't bank the money in the US. You bank 800K baht in a thai bank account in your name only.
so I can get a bank account without an extended visa?

Thanks again! I'm still thinking getting an O here for the 90 days may be easier as well as giving the bank something to show I'm sticking around for a while.
that is totally between you and the bank branch you try to open the account at. There is nothing in banking rules that prohibits you from opening an account on a tourist visa or a visa exempt entry. The requirements each branch has for foreigners opening accounts is set by the branch manager. SO get ready to hit more than a few banks trying to get an account open. It can be done and I have personally never heard of a foreigner who couldn't do it, only of ones who didn't try enough branches to get it done :)
