What is the current rules for transit in BKK? We will departure from Phnom Penh and are heading to Norway. Do we need Thailand pass and AXA insurance? Transit will be shorter than 24 hours, but we will most likely have to pick up our luggage and checkin at BKK.

TLDR : Answer Summary
When transiting through Bangkok (BKK) from Phnom Penh to Norway for less than 24 hours, if you need to pick up your luggage and check in again, you are no longer considered to be in transit. Therefore, you will be required to apply for the Thailand Pass and have AXA insurance.
Garrett Greenwald, so then I'm back to my original question, do we then need both insurance and Thailand pass? Not going in to a discussion with border control about the definition of transit.
if I do not need to pick up my luggage. Do you know if I then have to have insurance? That was apparently a rule not long ago, but I cannot find the information any more?
thanks, the same page also says that you do not need the PCR test if vaccinated.
"Have a COVID-19 RT-PCR test result issued no more than 72 hours before departure (attach on Thailand Pass only) (If unvaccinated / not fully vaccinated)"
