- You apply via the embassy where you are physically present. So regardless of citizenship, if you are in the UK, you would apply via the Thai embassy in the UK. If on vacation (or living in Japan), you would apply via the Thai embassy in Japan.

- True, but doubt you will get anything concrete from the embassy either. It does seem that embassies have been working with people who require additional documents, etc., so if you submit and they want more details, they will probably inform you (and not outright reject).
