TLDR : Answer Summary
The chances of the Special Tourist Visa (STV) being extended in September appear low, as it was originally introduced as a temporary measure during Covid restrictions, which are no longer in effect. Alternatives such as standard tourist visas, which can be extended for an additional 30 days in Thailand, may be more suitable for short stays.

I had the STV in 2021 and it was fine.

You're asking people to guess what will happen. Ok, so keep this in mind, the STV was introduced as a stop-gap measure to help people remain in the country during the covid restrictions. There are no longer any restrictions. The STV is now surplus to requirements. It no longer serves any useful function. That should give you the answer

If you're only going to Thailand for 90 days, the STV is one of the worst options.
Just get a tourist visa and extend it for 30 days in the country.
STV requires insurance, criminal background check, prepaid lodging for the entire duration of your stay. It's a terrible visa.
you can apply when you have 30 days left at most offices. So you'll have a 30 day window to decide. Pick a hotel you're at within your last 30 days and ask for your TM30 and take it to immigration with you for extension
