Good morning, I have two trips scheduled to Thailand. The first was for one month and the second just under three months (with a month in between in the states). Thinking ahead I was able to do the paperwork and get a non O approved for the second trip shortly before I left for the first trip. When I entered for my first trip immigration informed me that I must use the non O to enter and I could get an extension and re entry permit while here to cover the second trip. I have since been told I cannot get the extension and re entry permit until 45 days before it expires and at that time I will be in the US. I was thinking I might be able to do the re entry permit before I left and the extension when I return (there will be a few weeks left on the visa when I return). My last consideration is to just get a new non O when I am back in the states. I am curious of people's thoughts on this.

this is a GENERAL LIST of requirements to get a year extension based on being over 50 (retirement) it is not office specific but it will get you in the ball park as far as what is likely to be required

It depends on your long term plans WRT staying in Thailand long term or just an occasional visitor. Be aware that any non O extension is 1 year and there are financial requirements so this would only make sense to get if you are planning a long term stay in Thailand.
... I'd be inclined to get a METV, Multiple-Entry Tourist Visa which is a visa that allows for unlimited entries into Thailand within a six-month validity period, with each stay capped at 60 days and extendable by another 30 days. This would work without the financial requirements of a non O.
Why not go for the Non-OA while u r in USA. Then u would have multi entry and be stamped in for 1 year AND you could stretch it out to 2 years if you left and came back prior to the expiration of the visa validity.

Unless you want to apply for a 12 month extension when you return for your 2nd trip I wouldn't get a re-entry permit, get another 90 day Non-O while in the states. If you do want to apply for a 12 month extension make sure you put funds in a Thai bank on the 1st trip
Totally not uncommon at all to make you enter on a valid visa if you have one as the officer is under no obligation to let you enter free stamp, so your airport experience was typical and not unexpected.
What was the reason you thought you were going to get an extension on your 90 day single entry Non-O visa for? I ask because there is only a one year extension or a 60 day visit thai family extension (if you're married or have thai children) available.
You could buy a re-entry permit either at your immigration office or at the airport when you leave the country. Then when you come back in you would get stamped back in for the remainder of the original 90 days you got when you entered on the Non-O (remember a re-entry permit doesn't add any time to your stay just lets you exit/re-enter and keep that original entry stamp expiration date)
Then once you're back in the country you can apply for what ever extension you were thinking you could get. There is no requirement to have so many days left on your 90 day entry stamp to apply for an in country extension, you can do it right up to the day that 90 day stamp expires without any issues
the extension and re entry represent what the immigration officer advised me to do. I am not planning on being here more than 6 months of the year and will purchase a condo on my second trip. I am hopefully opening a Thai bank account this trip and hopefully getting the money into the account quickly. My non O is retirement visa. It sounds like I can do a re entry come back in under my visa and then do a one year extension if the money is in my account soon. okay now that we know what you're trying to do, this is how you do it, you get a thai bank account and get 800K baht transferred in as soon as you can, those funds need to "season" (stay in the account) for 2 months before you can apply for the year extension at the immigration office where you stay.
You need to get the hand out from the specific office where you stay listing all the documents, copies, etc you need to get the year extension. You can do that before you leave OR when you come back
