TLDR : Answer Summary
When transferring a Thai visa from an old passport to a new one, there isn't a strictly defined official time limit. However, it is generally accepted that you should complete the transfer before your next 90-day reporting date. Additionally, upon receiving your new passport, it's advised to check any accompanying information that might specify a deadline for using the old passport.

you make sure once you get the stamps moved you go to the banks you have accounts at with BOTH passports and get their data updated or you will be in a world of hurt to do banking with them down the road

the DLT (Dept of Land Transport) will tell you just to wait until you renew your license to change the passport number on it.

With your renewed passport you probably received a letter telling you how long you have before you have to stop using your old passport

most embassies cancel your old passport when you get the new one, but that has nothing to do with moving the extension/re-entry stamps, your extension in the old (cancelled) passport is still valid,

so are you advocating using a canceled passport in Thailand

i am answering the question to the O/P about how fast they have to run to their immigration office to get the stamps transferred to the new passport. Obviously you can't exit the country on it, and you need to get the stamps moved BEFORE the next 90 day report is due

BUT

there shouldn't be any issue at all waiting that long,

There is no official rule about it written down

at most offices they let you do it before your next 90 day report,
