TLDR : Answer Summary

No Thai people are going to travel there. Especially since they they would have to pay an additional 50,000 baht to quarantine when returning back to Thai

"Only residents from the counties will be able to participate."
"Today, 'citizen' tends to specify a person who legally belongs to a country, and 'resident' is used, generally, for a person who is legally living or working in a particular locality."
Well... the immigration still call us "tourists", even if we stay some years already on retirement visa. As mentioned... if you have this pink-id card they say resident. But in this case it's more important, how the japanese immigration define "resident of thailand". I just quoted from the article... nothing else...
That's a good question... i guess you are a resident if you have at least this pink id-card, but i'm not sure what the japanese immigration think about that... I'm pretty sure the mean citizens or passport holders.
