Other nationalities have gone to India and used the consulates there to get visas for thailand (although my recollection of it is before covid) and all they showed was that they were legally in india in the area served by the consulate they were applying thru (using hotel booking, entry stamp to india etc)

If I remember correctly, you need to apply for a visa in India through one of the registered visa-processing companies. In that case, your question should be answered by them. Did you check them?
Thanks for your response, I have just heard back from the consulate who confirm what you say about applications must be through one of the processing companies. The website for the consulate listed them as available, but I did not see that it was mandatory. The visa companies do list the residency documents as mandatory.
