TLDR : Answer Summary
When applying for a Thailand tourist visa, a driver's license may be considered adequate proof of current residency if it shows your home residence or mailing address that corresponds with your application. However, many commenters suggest that submitting a passport is typically more accepted and preferred for this purpose.

Just put your passport there.

It wants proof you're legally residing in the country you're applying from.

@Lynnette ******
Lived in Thailand for 15 Yrs Myself Resided there But Was Never a Resident of the Country

@Oliver ************
so you're legally living there for 15 years. . right to reside ( i.e. resident ) usually means "in a country legally".
Oliver *************
@Lynnette ******
Correct on a Legal Visa
Lynnette *******
@Oliver ************
then that's where you reside as a resident. "Legally residing in the country". So your comment you're not resident in the country is a bit odd.
Oliver *************
@Lynnette ******
Residing Means Living But Not a Resident of the Country and are Not Protected by that Country as You or Another is Not Born there or has a Right to a Passport etc

@Oliver ************
legally there. Jeez. They want to know you're applying from the place you are actually in ( legally). It's not that complicated.

@Lynnette ******
Yep this Subject is a Minefield of Terminology and How it’s Interpreted But for Me As I Worked Offshore and Lived Stayed and Resided Stayed in Many I Got to Learn

@Lynnette ******
Very Difficult Easy to say

surely you either have a passport for the country you're applying in or you have something else proves you're not there illegally: visa stamp, social security, driving licence. Etc.
