TLDR : Answer Summary
When applying for a Thailand tourist visa, a driver's license may be considered adequate proof of current residency if it shows your home residence or mailing address that corresponds with your application. However, many commenters suggest that submitting a passport is typically more accepted and preferred for this purpose.

so you're legally living there for 15 years. . right to reside ( i.e. resident ) usually means "in a country legally".

then that's where you reside as a resident. "Legally residing in the country". So your comment you're not resident in the country is a bit odd.

Residing Means Living But Not a Resident of the Country and are Not Protected by that Country as You or Another is Not Born there or has a Right to a Passport etc

surely you either have a passport for the country you're applying in or you have something else proves you're not there illegally: visa stamp, social security, driving licence. Etc.
