TLDR : Answer Summary
When applying for a Thai tourist visa, individuals must provide proof of legal residence in the country of application if they are not nationals. For those residing in France, it is essential to upload documents such as a copy of the property tax, driving license, or any utility bill showing your current address. If you are applying in the country of your passport, just a copy of your passport data page is sufficient.

Thank you for your response, I understand that both require proof of country residence. Taxes property is a good one and data passport for proving same country / state :)

I uploaded a copy of the property taxes as proof, it was accepted

For people who are in a foreign country already, they need proof of legal residency (i.e. for people who are from Mexico but currently in the USA, they want a Green Card).

IF you are in the country of passport, upload another copy of your data page.

Question 11 takes countries that have more than one embassy/consulate into consideration. If you're in a country with only one, you just need to attach your passport again. If you're in a country with multiple, you need to attach something that proves where you live so that they can verify you're sending it to the right place (for example: the U.S. has five consulates; someone in California should be sending their app to the LA consulate, not the D.C.; this person would prove they're sending it to the correct place (LA), by attaching something like their ID or bank statement that shows their Californian address).

Just upload a copy of your passport if you are residing in the country of your passport. If not upload a visa that shows you have legal residence to be there.
