where are you from? I thought you were Thai? Is this question for a friend or for yourself? You can change, but you probably need to go to a government sponsored school. There is a list of approved schools. If no one else will post it, I can try and find it for you.
look for language programs at the major universities in BKK. Chula has an approved program. This will be incredibly expensive compared to a private language school. I would also ask Duke Language School in Nana about the current regulations for private language schools. If already inside the country your friend may be able to apply for an ED visa there.
surely your friend should already know the school and course.... unless they are just trying to use education as an excuse. Enrol in a school and pay the course fees....
you need to be talking to the SCHOOL you're going to enroll in to see if they can do the in country conversion to an ED visa from a tourist visa/extension entry.
