TLDR : Answer Summary
Yes, it is possible to obtain a marriage visa (NON-O) while being outside Thailand. Most visas, including the marriage visa, are typically issued at Thai embassies in your home country, such as those in NYC or LA. While the initial visa can be granted for 90 days, any extensions need to be processed inside Thailand.

Yes. Thai Embassys and Consulates issue Non Immigrant O visas based on marriage.
Canice ******
Yes. There is single and multiple entry. Both is 90 days
Kool *******
Yes, but only for 90 days. The one year extension has to be completed inside Thailand.

Normally the only way to obtain any visa is outside of Thailand.

Of course, most visas (before covid) can only be issued at a Thai embassy outside of Thailand.

The Thai embassies in NYC and LA are the easiest to deal with.

also don’t apply for a multiple entry visa. I read someone in Canada got their application rejected because of all the rules surrounding entry. In other words, you are getting special permission to enter Thailand based on all the conditions and they aren’t pre-approving multiple entries. Not sure if they are rejecting multiple entry applications in the U.S. too (embassies in each country seem to have differences in their rules) but no reason to take the chance. As was mentioned, if you are intending to stay in Thailand longer than 3-4 months, there’s a process for extending your stay there.

yes but there are extra steps now with COVID. Have to book a quarantine stay for when you arrive, need a COVID test taken within 72 hours of flying, can only book on an approved repatriation flight. Need proof of insurance that covers COVID up to at least $100K, and you need to receive a fit to fly statement from a doctor. Thai citizens don’t need the COVID test or insurance but they need to register with the Embassy online and get permission to fly. Which embassy you apply to depends on where you live in the US but look up and go to the DC website for information about the process and registration for Thai citizens.

my guess is yes, but getting into Thailand is the tricky bit.
