Is it possible to get a Certificate of Entry (CoE) approved within three weeks for a trip to Thailand?

Hi all - me and my cousin are looking at flights at the end of April from LA to Bangkok via Singapore (as far as we can see it is open for transit).

Do you think it is possible to get CoE fully approved in the next 3 weeks or are we being a bit optimistic? Going in visa exemption.

Also, can anyway recommend a testing facility in LA that provides RT-PCR test?
