Okay question: If in Ho Chi Minh to do the DTV, would it be better to do the application online through Thai e-visa website or go to immigration in person? Please don't suggest an agency.

I recommend not booking your trip to leave Ho Chi Minh until everything’s completed as there’s no set time for getting your approval. Shouldn’t take long to get your response by email but could be up to 1 week possibly longer

Your only option is online. No Thai embassy accepts in person applications these days. A couple require you to visit to pay but not those in Vietnam
