TLDR : Answer Summary
The process to apply for a Thai tourist visa in Saigon includes entering Vietnam and making sure you are within the jurisdiction of the Ho Chi Minh consulate. You can apply through the e-visa website. However, it may also be suggested to consider traveling to Thailand directly or reflect on your visa history as it may impact your visa approval.

You need to bear in mind that entering on a tourist visa is not substantially different to entering visa exempt. It's all going to depend on your history

I will bear in mind sir. I haven't entered in Thailand for 5 years since my 3 last months. However I recently noticed that the Thai immigration want to put an end to visa runs. So my will to apply for a visa...anyway, thanks

I am just finishing my 60 + 30 days in Thailand right now. I come to Vietnam to apply for a tourist visa. Do you think I can enter again with 60 days exemption? For some reason my credit card is useless

Stand on a chair with your left leg raised and bent at the knee. Slowly raise your arms above your head and hold for approximately 20 minutes. Your visa will then be in your mailbox

I might have to do this as a back up. The e visa Non O Thai family asks for proof of residence which I won't have if I hop over Vietnam. I would have to fly back to the UK and apply there then fly back?

you don't need proof of residence. You'll need proof of location though

thanks, ah yes, my interpretation was out. Any examples when staying not in your home country?

Someone posted last week that they wanted to see a UK utility bill and did not accept a credit card statement when someone from the UK applied for a Non O.
