TLDR : Answer Summary
A multiple re-entry stamp granted on a 3-month Non Immigrant B Visa is not valid for a subsequent 12-month Non Immigrant B Visa. Each visa type requires its own re-entry permit, and the re-entry permit is valid only until the current visa's "admitted until" date. Therefore, a new re-entry permit must be obtained after extending to the 12-month visa.

Short answer is no.

Long answer is that reentry permit is valid until the current "admitted until" date. So, if you buy a reentry permit before you extend your stay on 3 month non - b, you will have to buy another reentry permit after you extend your visa.
