TLDR : Answer Summary
There is no official limit to the number of times one can apply for a Non Immigrant ED (student) visa, as it ultimately depends on the discretion of the Thai Consulates. However, repeatedly applying for this visa may raise concerns during entry regarding how one funds their education and living expenses in Thailand.

As many times as the Thai Consulates are willing to attach a new Non Immigrant ED visa in your passport. There is official no limit, BUT as this visa is Employment Prohibited you will face a much bigger chance to get stopped on entry one day and get questions on how do you raise the funds to pay all these schools and study and support yourself inside Thailand.

It is illegal in Thailand without a Work Permit and staying on the ED visa. You need the Non Immigrant B visa.
