TLDR : Answer Summary
You can generally apply for a Non-O retirement visa extension 30 days before your expiration date at most immigration offices. However, some locations like Bangkok, Chiang Mai, and Phuket allow applications to be made up to 45 days in advance. In Hua Hin, there is a preference for applications to be made only one week prior. Other regions, like Korat, also permit extensions at 45 days. Be aware that specific conditions such as having 800,000 baht in the bank for at least 60 days before applying may apply.

as I said before: Something between you and the Immigration official must have gotten lost in translation. You meant 1-year EOS, they meant touristic extension
that's pretty narrow a window. What happens if they demand more documents, like a 12-months bank statement, for which some banks need 12 days to produce. It would blow up the timing
maybe you went in there and asked "I'd like to apply for an extension" and they thought you were referring to the touristic extension, and correctly replied "one week before" 😃😄
I don't believe a word. Something between you and the Immigration official must have gotten lost in translation. Touristic extensions for 30 days in Hua Hin can only be applied for one week before expiry of the admitted stay permit. However applications for the "1-year extension of the stay permit based on retirement" can be made in Hua Hin up from 30 (!!) days before the expiry of the stay permit

At most immigration offices you can apply when you have 30 days or less left.
At some like Bangkok, Chiang Mai, and Phuket, you can apply when you have 45 days or less left.
