You wouldn't be "renewing" anything 😮 you'd just be applying for a new year "extension of stay" based on retirement.

At most immigration offices you can do it when you have 30 days or less left on your current stamp, in Bangkok, Chiang Mai, Phuket, and a few others you can do it when you have 45 days or less left on your current stamp
