TLDR : Answer Summary
The original poster is seeking assistance in transferring their work permit from Koh Samui to Bangkok while in Thailand under an amnesty status due to having an expired visa. Various comments clarify that there is no category of 'amnesty visa,' and suggest that the OP will need to leave the country to obtain a proper visa. Others discuss the difficulties faced by those in similar situations, highlighting that their employment situation must be handled by their employer, and they cannot directly deal with immigration issues themselves.

Since nobody read his question proper, he simply asked:

if it is possible to change from an amnesty visa to a non-b without leaving the country.

Mogens Nygaard. How simple would it be to install such a mechanism at the under-used Suvarnabhumi Airport? People could "leave" the country through immigration, getting stamped out, do a sweep through the duty free area, pick up a few items, thereby creating income for King Power (who I'm sure could exert some pressure on the government), there could be a virtual embassy in the air side of immigration, staffed by embassy officials rather than immigration officers in order to obtain visas (as opposed to simple stamp out-and-in) and then "re-enter" the country through entry immigration and get the usual entry stamp. This would negate the need for people to attend immigration offices to try to get impossible extensions.

very good idea but we are not this world

Its "funny", because early on all said all visas are extended. The word amnesty started to bee used later, as far as i can remember...

. Understood. Where some people get confused is that there is no such thing as an "amnesty visa". Your visa has expired. Gone. Finished. But because leaving the country was difficult, rather than you go on overstay, the government granted an amnesty period, where there would be no fines or arrests. Because the visa has expired it cannot be extended or changed to another as there is no stamp in your passport. Unless some special arrangement is possible with the immigration office, the OP needs to be looking at vacating before 26 September.

you pretty much nailed it.

A very difficult and unsatisfying situation for many who actually have a job and wp but just cannot extend the visa....

. It would be very frustrating, but I think by now, most visas will have expired several months ago. I think many were hoping land borders with neighbouring countries would be open again, but it looks like (other than for Thais and citizens of the relevant neighbour country) these will be closed for quite some time. Hopefully, entry by air may step up a bit in October, which could give WP holders the opportunity to return to their home countries, or suitable nearby country to obtain the right visa and get access back into Thailand. Of course, the insurance and quarantine issues still have to be dealt with, which would be further frustrations. Hopefully, the Thai authorities will see the value in perhaps setting up a "virtual border" within the country to allow people to do the necessary business.

But you can go to France. There are weekly flights. So the Embassy is not going to give you a letter to say you can’t. It’s not their problem that you will then have to apply to re-enter Thailand. I know it’s frustrating but that’s the reality.
