Is it normal to receive a receipt instead of a Non B visa stamp immediately?

I just went to get a Non B visa. I've not had to get one on my own before. I was given this receipt, no visa stamp and asked to return on the date that's been stamped. Is this normal? I was under the impression I'd be given the visa straight away. Thanks for any insights.
