TLDR : Answer Summary
In order to obtain a Non-B visa in Thailand, you must first secure a job with an employer who will sponsor you. This employer is responsible for providing the necessary paperwork for the visa application and will assist in obtaining a work permit. It is also noted that the process may not be straightforward, particularly for expats seeking positions such as English teaching, which often require a degree.

Are you a company owner? Otherwise, your employer handles getting your non-B visa and work permit. You can't get it yourself.
