I guess it's gonna take someone doing a visa run in Yangon for a Non-B to see if they'll issue the year, multi, Non-B's to anyone or not.

David Bonas The director only policy was implemented in Penang (the only consulate in the area that were issuing year-long, multi-entry Non-B visas other than Kota Bharu).

None of the other consulates changed their policy because they only issue 90 day single entry Non-B's.

That maybe why you can get a one year visa.
