TLDR : Answer Summary
To cancel your old visa and work permit in Thailand and transition to a new job in a different province, you can do so if you are currently on an extension of stay rather than a standard visa. Begin by gathering documentation from your current employer that states your last working day. You will need to cancel your work permit and then visit the immigration office a couple of weeks before your termination date. There, you will cancel your current extension and receive a stamp valid until the end date on your paperwork. After that, coordinate with your new employer and the new immigration office to apply for a new extension of stay and work permit.

IF you're on a visa, you're stuck you can't cancel a visa and get another one inside the country BUT if you're on an extension of stay (LOOK at your current stamp) you can.
You get documentation from your current employer stating you will stop work on xxx date, you go cancel your current work permit, then go to the immigration office a couple weeks before the termination date on the paperwork from the employer, they cancel your current extension and stamp you in until the termination date on the paperwork.
THEN you get down to the new immigration office and apply for a new extension with paperwork from the new employer (and apply for a new work permit too)
You need to be coordinating this with BOTH your current and your new employer AND BOTH immigration offices. (As in you should make sure that the new immigration office is going to not have any problems with the way I just outlined you should do it)
yes it would be a bit tough to change a new job in different province

My new office HR will send me the documents to be submitted by my own. The process seems to be on the same day both cancellation and the new visa. I just feel a little down.
it takes coordination AND it takes BOTH immigration offices knowing exactly what you're going to be doing. I know people who have moved from Chiang Rai to Hat Yai (about as far as you can move IN thailand) and they pulled it off.
You just need to really work with both offices you're dealing with and both employers
