Has there been a pause in the issuance of Thailand Quarantine Exemption Passes and can I use my Thai Pass for a later arrival in Phuket?

I am a US citizen planning to visit Thailand flying to Phuket arriving 14 Dec.

I was originally planning for a week of work in South Korea and would fly down from Seoul, arriving Bangkok on 13 Dec. I had made a ThaiPass quarantine exemption submittal on 19 Nov and got my ThaiPass two days later. However the trip to South Korea was canceled due to Emergency Covid Quarantine rules so I rebooked my flight through Dubai.

I submitted for a new ThaiPass on 12 Dec and 5 days later… “still processing”

Question 1. Has there been a pause in the issuance of Thailand Quarantine Exemption Passes ?

Question 2. Can I use my Thai Pass Dec issued for arrival in Bangkok on 13 Dec in Phuket a day later on 14 Dec arriving from DXB?

You have to apply for another, they allow a 72 hour window from original pass, but almost certain that just for airline delays and cancellations
