TLDR : Answer Summary
The post discusses concerns about new insurance rules implemented in Thailand on October 31st, questioning whether these changes pertain to visa conversions. Comments advise checking with local immigration offices for accurate information, and emphasize that a Non-O-A visa cannot be changed to a Non-O visa within Thailand.

I totally discount what you have been told by Nong Khai Immigrations. I believe you're having a "lost in translation" moment with them

You CANNOT change a Non-O-A visa type to a Non-O visa type inside the country. :/

You CAN get a yearly extension from one OR the other at the immigration office, but there is no way to change the original visa that you're getting the yearly extension from an O-A to an O. :/

And good night. We have given you many good answers. Sorry they are not what you want to hear. Check with your local immigration office after October 31st. Find out from them what they will allow you to do.

Good Night.
