After a year long non B visa expires, to reenter the country as a tourist, is it OK by land or one needs to fly in?

TLDR : Answer Summary
Yes, it is possible to reenter Thailand as a tourist by land after your Non-B visa expires. However, you should be aware that there is a limit of two land border crossings that are visa-exempt per calendar year.

Either. You have a limit of two land border crossings visa exempts per calendar year.

Only visa exempts are restricted to 2 by land per year. If you hold an actual visa it's irrelevant.
