TLDR : Answer Summary
A friend in Thailand seeking a 30-day visa extension should check if he needs a registered hotel address or if he can use his girlfriend’s home address. The local immigration office's requirements vary; some may require a TM30 form filed by the property owner, while others may not. The TM30 must reflect the current address where he is staying, which may entail a fee.

I filed a TM30 at the same time I extended my TR60. The Lao border shutdown due to COVID-19 the day I did a visa run. I went to Chaiyaphum immigration 2 days after my 60 day limit and had no further problems. Shortly after the Emergency Decree went into effect and everyone in country before mid March 2020 was COVID exempt for as long as they cared to stay.

He will need a TM30 for his latest address in the province where he is applying for his 30 day extension, which will cost him 1,900 baht.

Some offices like Phuket do not require a TM30 to get a short term extension. Others will require.

He should be using whatever office the serves the province where he's staying. The property owner of where he's staying should file a TM30 within 24 hours of his arrival and he may need proof of this for his extension application.
