My one year NON O visa was approved on 31st October last year however my next 90 day report is due on the 16th of October. When do I have to renew my annual extension, on 31st October or 90 days after the 16th October?

90 day reports and extension of stays are completely separate documents.
You have to do a 90 day report NO LATER THEN October 16. You can do it 15 days before the due date and 7 days AFTER the due date without a fine IN PERSON, or online using
You will not renew any extension, you will be purchasing a new extension of stay. I am assuming you have a stamp in your passport saying "Extension of stay approved October 31, 2021". The LAST DAY you can apply for a new extension of stay based on whatever reason (I don't know what your extension of stay is) is October 31, 2021. SOME immigration office allow you to apply for a new extension of stay 30 days in advance, other immigration offices allow you to apply for a new extension of stay 45 days in advance.
My advice would be to do your 90 day report AND purchase a new extension of stay based on whatever reason at the same time, or somewhere around early October.
