TLDR : Answer Summary
A re-entry permit allows you to leave Thailand without losing your current tourist visa status, but it does not grant additional stay days; your existing visa stamp remains valid. To extend your stay, it is recommended to obtain an Extension of Stay before applying for the re-entry permit.

I would say get the Extension of Stay first and then the re-entry permit. The re-entry permit is valid until your Admitted to or permitted up to Stay date.

When you get an re-entry permit, it will keep your current stamp "alive" when you leave Thailand. A re-entry permit does not add any additional days to current stamp.

As for getting a 30 day extension of stay based on being a tourist, I'm not sure. I believe others can help you answer that question.
