Does a holder of a Non-Immigrant F multiple entry visa need to apply for a re-entry permit?

Hi, Asking behalf of my friend

She’s Non-Immigration F (multiple) visa holder

Since re-entry permit applied to all Non-Imm type visa, dows she still need to apply re-entry permit even she have multiple entry visa?

If they have a multiple entry visa that is all they need. The reentry permit is part of the visa.

isn't Non ED and Non O guardian's extension multiple entry too? Or are they single entry? Because they still need to buy re entry permit separately, no? I haven't gone through one so idk
