TLDR : Answer Summary
To apply for a retiree visa in Thailand, it is generally required that the THB800K is sourced from abroad if converting from a tourist visa to a 90-day Non-O visa within Thailand. If you are applying for the non-O visa from an embassy or consulate prior to entering Thailand, some immigration offices may not require the funds to be from abroad for the 1-year extension. Regarding travel, you can leave Thailand before the 90 days expire as long as you purchase a re-entry permit, ensuring your visa stamp remains valid for re-entry.

If the person in question works in Thailand and is on an extension of stay for work it should be possible to change the reason for the extension to retirement without first applying for a non-o visa. Cancel work permit, cancel extension of stay and immediately apply for a new extension based on retirement
Depends on the immigration office, so you need to check with yours. Some insist the money comes from overseas, others are happy to just see it for minimum two months in your bank account
1. If you want to convert from tourist to 90 day non-O visa inside Thailand, then the money must be from overseas. Nothing else matters, that's a requirement to convert the visa.
If you get the non-O visa from a Thai embassy or consulate before you go to Thailand, then most immigration offices do not require the money to be from overseas to apply for the 1-year extension, so you wouldn't need proof in that case.
2. You can purchase a re-entry permit so your entry stamp does not become invalid when you leave. You would need to return before your stamp ends as the re-entry permit does not add any time to your stamp, and the days continue to tick down while you are out of the country. You would want to be back in time to apply for your 1-year extension.
thank you so much for very informative reply, Mr. Thurkettle. Do you know which country nearby the easiest to apply retiree visa? And if the transfer from abraod has been made more than 2 monrhs ago (4 months ago) and he still has 800K maintained in the bank account, is that ok? Does he has to show the transfer prove since 4 months ago or only to show the last 2 months of bank statement? I am asking this for my husband.
