and I believe we've sussed out that IF the O/P's UK passport holding friend with the year-long, multi-entry Non-O visa in it, re-enters thailand on or before the VISA itself expires he'll get stamped in for 90 more days.
BUT
He couldn't have a visa that expires on Feb 29th because this year February doesn't have 29 days :(

He'll get another 90 days as long as re enters on or before the 28th Feb, there is no 29th Feb this year. He wont need a re entry permit.
As I said, as long as he re enters on or before the 28th he'll get stamped in for 90 days, after that date the visa has expired and he would only get a 30 day visa exempt entry.
If the valid until or enter before date on this Multiple Entry Non Immigrant O visa is 29 Feb 2019, he can leave and enter Thailand again just before or on that day to get a new 90 day Admitted to Stay.
