TLDR : Answer Summary
Yes, for the O-A visa application, you need to prove that you have a minimum of 800,000 THB in a bank account. This can be any bank account worldwide in your sole name. However, for the subsequent extension of stay after two years on a Non-O/A visa, the funds must be held in a Thai bank account for a minimum of 2 months, and some immigration offices may ask for 3 months. Additionally, health insurance is required for this visa.

Brian Johnson. . . For the application to the O/A visa, the minimum of equivalent 800,000 THB can be on any bank account in the World as long as you prove the account is in your sole name

For the application to the “1-year Extension of the Stay Permit” after the second year out of a Non-Imm-O/A visa, your need proof of a minimum of 800,000 THB on a Thai bank account in your sole name,

and you need the bank letter (statement) that the money has been in your Thai bank account for 2 months (some rogue Immigrations ask for 3 months)

The Extension of Stay is a new application each year not a continuation of your Visa or previous Extension

if your on a OA visa you won’t need to show funds until year 3 if you do it right unfortunately you’ll need insurance which isn’t a very good policy you can start bringing in the 65k a month and not need the 800k
