TLDR : Answer Summary
Yes, Non-O Retirement Visa holders must go through the Thai Pass process each time they return to Thailand. The Thai Pass requirements apply to everyone, including Thai citizens, and are not dependent on residency status, meaning even expats with valid visas must fulfill this requirement.

Go to the Retirement Visa Section for information on requirements, including age restrictions, financial requirements, and necessary documentation.

If you're a resident, why would you leave? A non O is not a resident visa and you will need Thai pass until it is replaced or removed.

Justin Benold and also the coffee in Vietnam is great! True, if I didn't speak Thai, I could think about relocation but I've been converted to here. I've made plenty of visa runs to surrounding countries.
I mean, don’t get me wrong, Thailand is amazing, but sometimes you’ve just got to get over to Hanoi for a pizza, man. (And don’t even get me started on the egg coffee. Or the bun oc.)

Na, I used to get multiple entry but now I just get single. Unless one of you are inviting me to your country? I recommend no traveling until the show's over. Just sounded like he was a proud resident, that's all?
people leave because... They have some other place they want to go? Duh

Thai Passes are “Covid” related, it doesn’t look at citizenship, residencies or visas. Even Thais coming home from overseas have to get it.

Having a non O retirement visa does not give you residency status. It just gives you the right to stay in Thailand for one year. For a foreigner to get per permanent residency status it is very difficult.
I kind of thought that, but wasn't sure. Which was why I only stated what I knew, which was you can get one with a non-o. Thank you for the clarification.
there is a difference between residency and permanent residency. With a non-o you can get a residency certificate, which is needed for many things including getting a Thai drivers license. Neither of them help in any way to avoid the Thai pass though since even Thai citizens need to go through the process.
