Excuse me if it's not directly related with visa issues, however I would appreciate if someone clarifies me on the following matter.
I'm moving to a new condo, and the owner wants a copy of my last arrival visa stamp. I already gave him a copy of my passport and work permit.
Do landlords need a copy of the visa page in order to register foreigners living in their premises?

Just so we're clear. THIS is the information required for the online TM.30 form.. They need the date you arrived AND how long you're allowed to be here <- which is probably why they want your most recent entry stamp
Okay, IF a place you're staying is asking for your arrival departure card number and the date you last entered thailand along with your passport number is is more likely than not they are filing an ONLINE TM.30 on you. Hotels, guest houses, and even private residences CAN use the online system. Those things are required to file online for someone.
