Answer summary
If you are currently on a Non-O immigrant visa, you do not need to file a 90-day report until you receive your 12-month extension based on your retirement application. After being granted the retirement extension, you will be informed by immigration of your 90-day reporting dates. It is essential to understand that the 90-day reporting only begins once you have the one-year extension.

First report need to do at office, after that can do online. They send You e-mail to remember to do it.
yes if you stay in thailand for 90 consecutive days. If you leave thailand before the 90 days to visit a local country then no. The 90 day report would start countdown again once you return
You don't do a 90 day report if you are on a 90 day visa as you can't spend more than 90 days inside Thailand. When you get a 12 month extension of stay (not a visa) based on retirement the immigration officer should put a slip in the back of your passport with the date you need to do a 90 day report
