TLDR : Answer Summary
When traveling within Thailand, specifically from Pattaya to Chiang Mai, you do not need to re-register your TM30 at the Pattaya immigration office if you are returning to your primary address after your stay. Hotels in Chiang Mai will usually register your address for the duration of your stay. After returning, ensure your TM30 records reflect your primary address for 90-day reporting, especially if you need to apply for immigration services.
90 DAY REPORTING RESOURCES / SERVICES
Use the trusted Thailand 90 Day Reporting Serviceto get your in-person report done and mailed to you for as low as 375 THB (even if the online system doesn't work for you).

Pattaya Jomtien immigration office does not require a new TM30 address registration if you are returning to your current address from travel inside Thailand.
Most likely, the hotel will register your TM30 with the hotel's address in Chaing Mai. You don't have to do anything with it unless you want to apply for something at the Chiang Mai office.
In case Pattaya is your primary address.
Once you are back from your trip, your latest TM30 record will be with the hotel address. You may need to re-submit your TM30 with your primary address so that the latest TM30 record has your proper address. It is necessary to match your address data on the TM30 system with the one you use on the 90-day reporting system regardless of local immigration TM30 policy, especially if you want to do a 90-day report online.
