A question. I have a non b plus a wp. My wife has a non o spousal visa. I have just changed schools and I need to change my visa to match my employment. As they're not ready with the paperwork for new visas our intention is to go to Laos for a TR 60 as an interim visa which can be changed at a later date. The visa officer at my new school that I need to cancel my non b at Chaeng Wattana prior to doing the visa run. Can't I just cancel at the Lao border?

TLDR : Answer Summary
The user has a Non-B visa and a Work Permit and is considering a visa run to Laos to obtain a TR 60 visa while their new employment visa is processed. They are confused about whether they can cancel their Non-B visa at the border in Laos or if they must cancel it at Chaeng Wattana beforehand. Comments suggest that if there is an Extension of Stay linked to the Non-B visa, it also needs to be canceled at the local immigration office before leaving Thailand.
Thanks for the picture. Nonthaburi Immigration Extension of Stay are the first two lines of this stamp. You need to cancel this Extension of Stay at Nonthaburi Immigration before leaving the country. It is not a non B.
The paperwork has been submitted for the cancelation of the wp, it's the non b that needs to be canceled which was issued by Thai immigration in Nonthaburi.
So the big question is what do you have? If you have a Visa from Consulate or Embassy there is no need to Change Visa to match employment. You need to change the Work Permit.
