Do I Need to Cancel My Retirement Visa Before Applying for a Non Immigrant 'B' Visa in Vientiane?

Here we go! - I am currently on a Retirement Visa with multi re entry permit I obtained in Chiang Mai and now have the paperwork to go to Thai Embassy in Vientiane to obtain a Non Immigrant 'B' Visa -

My Questions:

1) Do I need to cancel my Retirement Visa before going to Vientiane?

2) If i do need to cancel it do i need to do it in Chiang Mai or can i do it in BKK where I now live?

I guess you have a big stamp with in the second line the text Extension of Stay is permitted up to ../../.. and next to this a stamp Retirement. Question is till when is this Extension of Stay and Re-Entry Permit valid?

This means you have an official stay inside your passport and therefor a Thai Consulate may refuse to put a new visa in the passport or at entry the immigration office may use the re-entry permit. Best option is to cancel this at Immigration to avoid any hassle. Try to do this in Bangkok as you are now living there, if your address is registered, Could be they say no, you have to do in Chang Mai.
