Not sure you need to be physically in the US. I got mine all online from the Thai Consulate that was closest to my home address. Your air ticket probably needs to originate from the US.

I just applied today. I’m in the US and had to apply to the Chicago office. I just sent a copy of my drivers license and utility bill. I didn’t see anywhere on the application to post my bank information

Also, I saw online there is a Thai consulate in Portland. But people on the west coast don't get visas there?

there were a bunch of "honorary" consulates before covid but they've all closed. Even if they were open it doesn't matter. In the countries where the Thai embassy has adopted evisa, foreigners are no longer allowed on the property. All matters are handled through evisa and in person visits are only for Thai people seeking services.

I’ve never heard of the Portland consulate. Doesn’t mean it doesn’t exist but it might be specific for Thais in the US for consular services.
