According to new rules, as a Croatian citizen, I’m supposed to apply for DTV through Budapest Embassy. Is my location at the moment important? Can I be in China at the moment but get a DTV through Budapest ?
Answer summary
As a Croatian citizen applying for a DTV through the Budapest Embassy, you must be physically present in Croatia during the application process. Many comments confirm that you cannot apply from outside the jurisdiction of the embassy, which includes being in China. It is necessary to be located either in Croatia or another country where you have a legal right to reside.

if you have a permanent residency in China, you can apply in China. If not, you need to return to Europe
The Thai Embassy in Czechia specifically mentions that you need to be in the Czech Republic during processing of the visa, so I would think similar rules would apply for all the other embassies, too.
Yes, you will be asked for proof of location, so you will have to be physically in your home country during the entire application process. The rule that you have to be physically in the jurisdiction of the Embassy where you apply did not change.
- Now you are being silly. The rule is you stay within the jurisdiction of that embassy. If that embassy has jurisdiction over several countries, you are not leaving its jurisdiction when you travel from Croatia to Budapest. These have always been the rules for most of the Thai embassies in Europe. Really only chsnge they made is no longer allowing all of the people in Thailand already to hop over to Vietnam or Laos and apply
ahah, what happens if they demand personal visit to consulate? You cross border and breach demanding stay in country from where you send application? Then rejected? But if you don't come they also reject?
MagentaWallaby8738 exactly. Now you need to be either in the country of your passport or another country where you have a legal right to permanent residence
MagentaWallaby8738 yes he must apply at Budapest and be physically in Croatia. Based on what rules are you stating this nonsense? On the rules interpreted by you?🙄
MagentaWallaby8738 it does matter where he is. The general e-visa rules states you have to be within the jurisdiction of the embassy you are using. So he would need to be in Croatia or one of the other countries supported by the Budapest embassy
