TLDR : Answer Summary
If you are currently in Thailand on a Non-O marriage visa and plan to visit the UK using a re-entry permit, you will indeed need to comply with the requirements set by Thaipass. This includes having COVID-19 insurance, undergoing necessary testing, and booking a Test and Go hotel upon your return to Thailand.
