Do I need a Yellow Tabien house registration book to obtain a TM30 in Bangkok for my condo?

Hi all. This question is related to getting a TM30 for myself when residing in my own condo in Bangkok. I have been informed that I now need to have a TM30 to obtain a Non B Visa/Work permit which was always the law but not previously enforced in Bangkok.

My first question is do I need to get a Yellow Tabien house registration book to register myself as living there to get the TM30 or is it sufficient to just show the certificate of ownership?

I have the Blue Book but that is only for Thai property owners so that is of no use to me.

Second question is do I need to have the Yellow Book if in the future I want to rent the condo out to someone else.
