Are condo owners exempt from TM 30 reporting obligations in Thailand if their ownership is registered in the blue book?

It was suggested by a lawyer that if you are a condo owner with the condo blue book carrying the ownership registration in your name on the tabien bahn you are exempt from TM 30 reporting obligations..because your address is already thereby registered.
