Do long-term expats with a Yellow tabian baan book still need to file TM30 in Thailand?

Regarding the controversial TM30... Anyone know if this still needs to be done if you have a Yellow tabian baan book. If this exempts you from the TM30 maybe this is a way for long term expats to avoid the hassle.

It works great if you can get a user id and password for it. It seems that recent registrations are taking forever, if they ever get approved at all.
