For foreigners who have their own home registration yellow books (tabien baan), do they still need to go through the TM 30 check-in process in Chiang Mai after they travel? Thanks for any knowledge of this situation.

TLDR : Answer Summary
Foreigners with their own yellow house registration (tabien baan) still need to go through the TM 30 check-in process in Chiang Mai after traveling, as having a yellow housebook does not alter their immigration status.

Yes. A yellow housebook changes nothing regarding your immigration status.
